South of France, summer 2030. Doctor Bernard Rieux finds the corpse of a rat on his landing. He is contacted by Sylvain Rambert, a journalist who came from the capital to investigate strange disappearances which have all been dismissed. Alerted by a town hall employee, Rieux suggests to Rambert to take an interest in the maneuvers of the mayor, ready to do anything to save his summer season, while a mysterious illness begins to spread in town...

During a stormy meeting at the town hall, Rieux, Laurence and Castel may alert the authorities and talk about a mutating plague bacillus, but nothing happens. Don't scare the tourists, that's the watchword. Tarrou suggests that Rieux create health brigades. The garbage collectors' strike was neutralized by the paramilitary militia and one of the strikers, Oumar Diop, was sentenced to one year in prison. Rambert plans to join Laurence in the capital, even if it means giving up his investigation. He does not have time: prefect Chauvat locks the city and speaks to Professor Richard about the application of a mysterious plan "D".

Young Nora, her brother and her little sister, take refuge with Rieux who asks Lucie Ferrières, the pianist neighbor on the fifth floor, to take care of them. Without news of Laurence, Rambert wants to leave the city at all costs. Grand tells Rieux that the prefect intends to trigger the second phase of the Darwin plan, with disastrous consequences for the population...

Rambert agrees to negotiate with Diop in exchange for the release of Laurence, and on the condition that Rieux can come to the aid of the prison survivors with his health brigades. But everything does not go as planned. Taking advantage of Lucie's absence, Nora invited Jacky, her lover, a young militiaman devoured by ambition, to her home. He soon finds himself in possession of key information on the reality of the Darwin plan...
